EIS Excluded Items to USA

A US buyer wanted to purchase a plastic spoon but it seems like US has been excluded from the EIS program for this item.  I then check my other listings and also found that US has also been excluded from EIS for some other random items that shouldn't be excluded.  I checked all the settings and it shouldn't be excluding US as a possible destination under the EIS program.  Are others experiencing similar issue?

The USA now requires cutlery to have all sorts of additional paperwork. Clearly that's something that eIS doesn't want to deal with, and it's likely that you don't want to deal with it either if shipping it directly.

I too have this issue... 380/680 listings can ship to USA, the others can't. I sell mostly clothing. I have one busines policy for all my items, so it would only make sense that if 380 items do ship to the USA, then the other 300 should too. No one from ebay will give me a solution. Its so frusterating.
