I have a buyer wanting to purchase a kids cotton blend hoodie sweater and has asked if and is being told by ebay that there will be importation fees. They would like me to find out if this is true and how much they will be charged? Where do I find this information?

It is and it isn't true, @damal_1262. Trump is insisting that all goods imported into the US have applicable tariffs paid on them before entering the country. Canada Post has partnered up with an outfit in the US to make that happen, but seeing as Canada Post isn't an option at this point, that leaves you with other options that are likely more expensive.
For their least expensive shipping methods to the US, carriers such as UPS and FedEx won't insist that you work out and pay the tariffs before shipping the item, but that's because they'll pay them on your behalf and then try to recover them when or after they deliver the item, plus a buncha fees on top of that for advancing the tariffs and getting the item cleared through customs. If the buyer refuses the shipment or refuses to pay the tariffs, you'll end up having to pay them yourself as per the agreement you have with UPS or FedEx.

However, tariffs can vary even within a country depending on the nature of the item being imported and how US Customs interprets or defines a particular item.

Do you know what country the sweater was made in? Trump's current clothing tariff is based on country it was created in.
Have you checked The USA Border Agency/Customs site for what Tariffs are applicable to clothing being received into the USA from Canada?
Keep in mind , @mrdutch1001, that it’s the item’s country of manufacture that matters for calculating the tariffs, not the country from which the item is shipped.
