Long story short, I sell an item on eBay that allows older cluster units to be upgraded to newer cluster (with a custom made wiring harness). The buyer recieved the item and claimed it was damaged during shipping (clearly stepped on, even though delivery photos show the box to be in good shape). The buyer then fought to not send it back at all, but after I sent them a return label at my cost, they had to ship it back.
Now the fun begins. I already suspected fraud, so I ordered the return label with signature. When it arrived, I took a video of me opening the package ON THE UPS DRIVERS TRUCK and mentioned I was suspect that there were missing items. Sure enough, the wiring harness and all the pieces needed to perform the 'update' were missing. UPS driver gave their information incase I needed extra proof.
eBay has still sided with the buyer, and even denied my appeal. They claim 'package is delivered'. Yes, it was delivered, with a screen that was stabbed at with a screwdriver and 8 out of 10 items missing. The buyer might as well sent me a rock, it still would have said delivered.
The buyer in the messages chat then slips and says that the reason the items are missing is they were broken or damaged during installation. So now he is caught, as originally it arrived completely destroyed. Why would he cut, modify and install a part that had a completely damaged screen?
Anyways, what should my next steps be? This is clear fraud and I am out hundreds of $ for this and eBay isn't moving on changing their decision. I am about to close my account and never come back to eBay as there is no sellers guarantee, even in a clear-cut case of fraud.

You're somewhat limited in what you can do, but there are some things. You can possibly file a police report and file the incident with the Canadian anti-fraud center. You can take them to small claims court, although that's probably not going to be worth it for you at that price point unless they're fairly close by. If you're top rated, you can also provide only a partial refund in cases like these.
I don't know who you communicated with at eBay, but after filing with the police / anti fraud center try contacting eBay through social media. The people there have more power to act than the phone reps do. It's at least worth a try.
Unfortunately, short of legal action towards the buyer, I doubt there is little that eBay will do for you now ...
also, little consequence, but it is futile to close your eBay account over this as there is no selling site out there anymore that is immune to fraud.
