Why do sellers use Best Offer and then barely budge on price?

So an item i am thinking about getting on Ebay ca had a price of $200 with Best Offer.

 

So i offered $170, a 15% reduction in price.   The seller counter offered $195.  So i counter offered $177.50 and the seller countered with $194.

 

What is the point of putting Best Offer on a listing and only moving 3%?  Why not just take it off or price the item at $195?

Without context as to what the item was, it would be hard to comment.

 

Was it Gold in which case 15% would be an insult.

 

or was it a common item?

This is why I use the parameters for Accept/Don't Accept.

 I never see the unacceptable offers and the bidder gets a  polite letter , without a counter-offer, from eBay.
I know this because if the bidder is alsoflexible on price, I see their previous (unaccepted) offers when I accept.

Sometimes the seller has BO on an item that has been in stock too long, they may accept a low offer if it has been around for six months, but not for three months.

 

But the parameters work best for me.

I think some people believe that using it boosts them in the search rankings.  Does it? Who knows!

I have over 500 items listed personally when i add best offer or remove it, i'm doing it in bulk. So some items may have best offer and price is firm if bought individually. When you have mid ot large inventory, it's a mess to start adding best offer on listings individually.

 

Also if it's listed $200 while market price is $220, and depending on demand, that $170 could be a lowball at the end. Lot of sellers are just bad sellers too. Can't judge without knowing what you buy.
