Getting refunds for lost items shipped with Fedex and UPS is the worst i've ever seen.

Can somebody please explain to me what kind of an archaic system does Ebay have here. Fedex lost two of my packages in late November. UPS lost two (possibly 3) of my packages a few weeks ago. It's impossible to get refunded through Fedex/UPS sites because the label was printed on ebay, and they don't allow you to do the claim unless its your personal Fedex or UPS account. I contact them by phone, live chat and email, they tell me to contact ebay to do the claim. I contact ebay, and they tell me that they're a selling platform, and they're not in charge of claims. 

Got this from an ebay customer service.

Log in to your eBay account .
Navigate to Shipping labels: in either the My eBay or Seller Hub section.
Find the shipping label: for the item you need to file a claim for.
Under "More actions," select Create claim.
This will redirect you to a Help page where a Hyper link is mentioned for 'FedEx website'
Download and complete the ‘FedEx  Claim Form’.
Fill out the claim form: with the required details.
Select Submit: to complete the claim process.
Once submitted, the claim resolution process takes approximately 4-6 weeks. FedEx will email you about the status of your claim. Approved claims are paid to you by check.

The thing is, i am not seeing any Shipping Labels under My Ebay. I can only find Shipping Labels under Orders--->Shipping Labels. When i find the label of the lost item, there is no option to "Create Claim" like what the customer service are stating. The only actions available are Get Another Label, Cancel Label and Print Packing Slip. 

I am going insane right now. How do you create claims for UPS and Fedex through ebay?
