Is your ebike battery lithium by chance? Was it purchased from Canada or the USA. According to a couple of searches they can be shipped domestically but difficult to ship Internationally.
Most eBikes use lithium batteries, which can be dangerous to ship. That doesn't mean it's impossible to ship them, though. There are just a lot of hoops to jump through, from packing the shipments properly to getting the right certification and paperwork.
Do you have any tracking details for shipment? If it was held up with customs there may be appropriate updates for your shipment. If it's past the delivery date time to put in a request for a refund as per previous answers.
