Canada Post are clearing their backlog and charging the shipping labels of the past few weeks. However this week I've had 4 different Expedited Lite parcels being charged the cost of an Expedited Parcel. They first charge the correct amount for the Expedited Lite Label and later in the day they charge the difference between the cost of the Expedited Lite and the Expedited Parcel.
This situation has happened to me for one order in the past. I had contacted Ebay's customer service and they told me to call Canada Post. Then I called Canada Post and they told me to call Ebay...
(And before someone asks, no I did not make a mistake when I entered the dimensions and the weight)

Most of my packages sent using Canada Post Expedited Lite were 12x12x12cm , so 1728 cm3.
They were all under 200 gram.
When you call Canada Post customers service and ask why there was a surcharge, they say the 5x5x5 cm dimension wrong.

If you call Canada Post and give them the tracking number with the surcharge, they will mention the 5x5x5 cm being the wrong dimensions. I have called many, many times and will call again today just to Quintuple-check

As per your suggestion, I have emailed both letters (Ombudsam and my letter to ebay Corporate) to Luke.

So according to the ebay "IT Team", the 5x5x5 cm is some kind of a code for a Canada Post machine or employee to recognize that this is an Expedited Lite instead of a regular Expedited Parcel? That sound like a very bad strategy.
I can tell you that nobody from Canada Post got that memo!

Good News! Kind of, sort of...
This thread reminded me that I should check my postal payments to see if anything hinky had happened lately and it turned out that a recent shipment had the dreaded upcharge from Lite to Expedited. What was really annoying on this one though was I had already had it refunded because it was late, so by that logic there shouldn't be anything else to charge as it would be late whether it is lite or otherwise.
Anyhow, because a claim had already been made under the tracking number CPOCS transfered me to the tech desk to the very helpful David - he sorted out the refund for the new charge and I mentioned that I made sure I claimed for late packages to make up for the upcharges I kept getting from Canada Post not honouring the Lite service - after he read up on Lite and how it was supposed to work he agreed that something was wrong with the system and that he would like to help so he send out an email to the techs to see if they had any ideas but to actually fix it a service ticket needed to come from eBay and why haven't they sent one???
Good question! It seems to me that a company like eBay must have a dedicated sales rep at Canada Post that deals with the account - all eBay needs to do is let that rep know about the problem - ticket created - problem worked on, solved - ta da! The fact that this is dragging on like this is ridiculous! I'm not sure who the right person to @ on this message is so if someone who does could do that, it would be helpful.
In the meantime, I asked David what sellers could do to actually get these amounts refunded as both eBay and CP play pass the buck and make it impossible to get our money refunded. He said the best thing to do is call the Technical department as they are better versed in understanding the issue - 1-877-376-1212 - they are open 24/7 and I got through right away even in the middle of the day so you shouldn't have to deal with long waits. HTH!
Oh and make sure you ask for a cheque, otherwise they credit the original payment which would be the eBay CP account which won't help you at all!

Well, it used to work okay (once in a while there would be an upcharge, but most were billed correctly). It's really only been since the move to the new cloud platform where it's stopped working. The 5x5x5 may be triggering the recalculation, but only because Canada Post's systems apparently aren't flagging it as a special rate. I just don't understand why eBay hasn't disabled it until Canada Post gets it sorted out.

I've been overcharged for four packages this week so far, and it's starting to really add up.

Sorry but David dropped the ball when he said ebay needs to create a ticket to solve the issue.
He just dumped the problem to someone else at ebay.
He could have easily communicated with the Canada Post employee who is responsible for the ebay account and made him aware of the issue.
By the way, I had 6 new overcharges today pushing my grand total to $215.
I am trying to stay positive, so here are the things I am going to do in the next days:
1- Mail all my Canada Post Expedited Lite shippments at a Canada Post office and keep the receipt.
I saw a post from a guy that says he never got a surcharge because he always drop the package at Shoppers or Canada Post office.
2- If I use a regular street mailbox, I will use shipping boxes that are smaller than 1000cm, so to keep the VE under 200 grams (10cm X 10cm X 10cm / 5000 kg/cm3 X 1000 g/kg = 200 grams) .
I will be using those sports cards boxes that can hold 200 cards.
They are 11cm x 11cm x 8cm = 968cm3. This is to test the theory of the max VE being 200 grams.
3- Contact Canada Post Technical department 1-877-376-1212 and see what they can do to help solve the issue.
4- Wait for ebay's corporate office reply

1. It's good to experiment, but number 1 will have no effect. I drop all of my Canada Post items at the PO and had to stop sending Expedited Lite because of the overcharges (the packages were WAY under the limits).
2. Those dimensions are right on the border of the minimum allowed domestic size of 10cm x 7cm x 1.5cm (just as a warning not to go smaller).

2 more new charges for me today.

This is the problem - David doesn't know who the Canada Post rep is, neither does anyone at the call centre at eBay - I asked in both places - I would have been more then happy to write/call myself the person responsible. It seems to me that whoever the eBay employee that lurks around here on occassion should be able to find out (I would hope) and they could jumpstart this process but seeing as this has been talked about for a long time and never resolved, I assume they either don't know, don't care enough to find out, or has tried and can't get anone on their end to do anything. I'm not even sure who that person is anymore...

I spent hours yesterday calling Canada Post and sending letters/emails to Canada Post.
As reported before on the board, 200 grams is the maximum volumetric equivalent of weight (VE).
Technically (correct me if I am wrong) this means that the max box size to be used is 1000cm3 or 10x10x10cm. eBay says max volume is 3220 cm3 and that seems to be misleading.
Below is the today's email reply form Canada Post Team Lead, Solutions for Small Business.
I am now using this Canada Post email to try to get a full refund from ebay because the info when you buy the label is misleading and the interface lets you buy the label even if you are over 200 grams VE
Finally, note that there is hope in getting a fix because the email says at the end "We are working with Ebay to have this more clear on their website for the future"

Unfortunately that's the template they use for this...I got the near same response in February when I spent a few hours hunting down what Canada Post had on record for some packages and trying to get an explanation from Canada Post, I think I collected about 6 different Canada Post contact #s:
Original response like yours:
My response was:
Thank you for your assistance so far. However, according to eBay the Expedited Lite option does not include VE.
Could you confirm this is in fact the negotiated criteria for Expedited Lite, or kindly direct me to the appropriate department to investigate further?
The links provided to avoid unexpected fees do not seem to outline any specific criteria for Expedited Lite. eBay states that cubing charges do not apply and that the volume limit is 3220 cm³. This is very different from the criteria of only 1000 cm³ if VE did apply.
eBay's criteria is stated here, where they outline in the FAQ that cubing charges do not apply:
https://www.ebay.ca/sellercentre/shipping/ebay-labels/canada-post-expedited-lite
I appreciate your help in clarifying this matter.
--
And the second response back was:
Good morning,
Thank you for your email.
As Expedited lite is a service offered by EBAY, the details of their promotion would be on their website. In the information on the page for which you provided the link in your previous email, EBAY indicates the following in their FAQ:
This service is intended for lightweight items such as trading cards, jewelry, or discs, which weigh less than 200 grams in their packaging.
If your package exceeds this limit, you will be charged the regular Canada Post Expedited ParcelTM rates, which can be significantly higher. To avoid additional charges, ensure your package weight and dimensions are compliant with the specifications outlined.
The declared dimensions of your package were 5 cm X 5 cm X 5cm, but was in reality 21 cm X 16 X 8 cm, which was not compliant with the specifications outlined in their promotion.
As stated in our previous email, as this shipment was purchased on the EBAY account, they are the ones to contact regarding this issue. If the label had been purchased using your Solutions for Small Business account, we would be the ones to contact for any issues.
----
I then got refunds via a CP chat agent (so I thought), so ended the discussion with an 'in reality' repeating of ebay's specifications again. Refund cheques ended up being sent to one of the buyer's addresses so I never received them in the end.
Looking back at some older posts, I wonder if anyone has reached out to @treasurechest0114 who seemed to have some success getting reimbursed by ebay (see last page):

Hi @dinomitesales! I have shared this with the Shipping team and thank you for reporting it.

I have now been charged extra for 3 seperate orders I sent Expedited Lite. The charges happen many days apart so no one would even know unless they keep track of their shipping. I wonder how many sellers have been affected by this glitch.
This really should be a priority for eBay to fix. It has been reported for months now.
I stopped selling to the US because of the tariffs but I am worried about shipping in Canada now if we are constantly being charged double.
Sept 2 - $7.22 & Sept 5 - $8.57 (overcharge)
Sept 10 - $7.22 & Sept 16 - $8.57 (overcharge)
Sept 16 - $7.40 & Sept 19 - $10.33 (overcharge)

Hi ----------,
Thank you for sharing. It appears that shipments might be subject to dimensional weighting by Canada Post. We are actively collaborating with Canada Post to ensure surcharges of this nature are not applied to Expedited Lite shipments in the future.
We will be investigating the tracking numbers provided by sellers and arrange to credit you accordingly if shipments fall within the Expedited Lite criteria.
Thank you for your understanding and patience as we work through this process.
Best regards,
eBay Canada

I just tested the contact us link. It appears to have been disabled.

The 'contact us' link is a 'mailto:' link, it would open a visitors default e-mail program to start a new e-mail (with a prefilled subject). If the link doesn't work, then the device/browser is likely not setup to handle 'mailto:' links.

Mine is set up for that. No issues with other sites when attempting that task.

For anyone that has an Expedited lite where the ship to is the same as ship from.
I just had 1 going across town in Calgary. The rate for expedited lite was identical for standard expedited. To the penny. Taking no chance. Sending Expedited. 42 % discount for lite. 71 % discount for Expedited.
Measurements entered: 22 x 16 x 2 cm. 180 grams
Printed on Label: 23 x 20 x 2.5 cm. 230 grams
Display on dot com Label details. 16 x 22 x 2 180.00 grams
You can't make this stuff up!!! 😲
Tested the same parcel to Winnipeg. Approx. 6 dollar difference lite vs Expedited. No discount shown for Lite. 35 % discount for Expedited.
