Cancellations By Buyer - eBay Says Relisting Is Free - Not True

So like the title says, everytime I get a cancellation by a buyer (usually remorse), eBay always has a box saying you can relist this item for free. But I have always been charged for the relisting every time. Just wondering if any other sellers have noticed this. I know it is only a small amount to relist but it sounds like eBay is being dishonest in what it says.

Does the relist push your Store over its monthly quota of "free" listings under your subscription?

Do you have any promotional listings available? (I have about 10,000 every month for my Basic Store. I have no idea why.)

That option never works for me, it usually fails to relist.
