Nothing in the announcement. Just lipstick service.

Nothing that would specifically say what effort is ebay doing to make sure the transaction scan still happen. Not even providing estimates on duties collected to buyer.

Basically ebay expects the business as usual but in fact the profitable business outside of US, where ebay charges extra fees, will take a significant hit.

I guess ebay is submitting itself to the jocker and following in the footsteps of Amazon.

I thought the announcement was fine.  Ebay.ca has no control over the tariffs or what percentage the buyer will be paying.   

 

My understanding that as of August 29, there is no de minimis, so where the item was made COO determines the amount of tariff.  So if you sell something made in China, the US will use China as the tariff percentage, if your item was made in Japan the US will use the Japanese tariff percentage, if it was made in Canada, the percentage right now is 35% the buyer will pay to the US Govt 35% more.  It is pretty simple.  Now maybe it may slip by customs and no tariff will be charged to the buyer but I am not willing to take that chance.   

 

Now even if you are sending something to the US made in the US, I think there will be a mess with the postal system.  About 50% of my CD's were made in the US.   I may have to put myself on time away only because of the postal mess.

I thought that steel and aluminum was at 50%.

My  understanding is, in order for items to qualifty for tariff exemptions under CUSMA, the seller of the goods has to have filed all the CUSMA paperwork and be reigistered under CUSMA.  Otherwise there will be no tarif exemption.  I don't even know if individual sellers on ebay like us can do that.

Despite the fact the hand made items I list on eBay from time to time are hand made by me here in Canada, and would be CUSMA compliant and that most of the printed knitting/crochet/craft pattern materials are either Canada or USA, I for one am not prepared to "enjoy" the hassles of US customs "deciding" the fate of my items in the event that the scrutiny at the border is in such chaos that the adherence to the "proof" doesn't satisfy the border agents on that particular day and the pkg is rejected, I expect I will withdraw from shipping my items to the USA  until it can be seen/proven that all is well and good with the proposed system at the border. I will not be a guinea pig for whatever happens after August 29th...There is just too much uncertainty with all of this...So now I shall experiment with listing my items for shipping within Canada only and if potential buyers from other countries are interested, they will need to contact me for shipping costs and then I shall decide if I choose to do business with other countries as aside of the USA I have not done any amount of International shipping for about 10 years...

Exactly. I have a friend on eBay who sells records. Because most of his stock are Canadian pressings it basically means his US customer base will be eliminated overnight.

Go to the News & Updates tab in the top left corner of this website and click announcements, it will be there. (assuming you're not on mobile)

 

Or from 'My eBay' in the Desktop site, scroll down to the announcements tab. 

 

There is nothing groundbreaking in the announcement. Only that they will remove negative feedback or defects if there are customs delays. There is nothing mentioned about INR cases being covered.

It appears that eBay pulled the original announcement and they reposted it with a slightly different url (the 6 digit code at the end) I was able to use https://community.ebay.ca/t5/Announcements/Prepare-for-new-US-import-rules/ba-p/525281 when @ilikehockeyjerseys posted it originally.

From my quick comparison of the 2 announcements  the main "difference" is customs will be stricter meaning sellers need to cross their T's and dot their I's going forward when it comes to customs documentationrequirements, greater chance of tariffs for buyers and reinforcing that there could be delivery delays. States at bottom eBay will be protecting sellers due to these stricter policies but really any help as far as it comes to improved documentation.

 

I believe someone mentioned several months ago as an example Mexico had new specific requirements on customs forms that ebay labels do not include. That still hasn't been addressed.  They also REALLY need the other option of Destroy vs the default return if refused especially for low value items.

I don't plan on shipping to the US after late August. I'll revisit it later on if it turns out that there is an easy and seamless way to send CUSMA compliant items. I still don't quite understand how CUSMA compliance factors into third party sellers using the postal service. It seems to me like it's only relevant to larger manufacturers or distributors who might have certain information about the product to prove compliance, but I could be wrong. 

 

I don't think that sales will drop right away for people who continue to ship to the US. I think that it will take a month or two where there is a learning period for US buyers who get hit with a large bill at delivery, or hear about other people who were hit with bills, and slowly opt to move away from purchasing internationally unless it is from a platform that can very clearly market delivery duties paid.

This is what the Global Shipping Program or eBay International Shipping does for US sellers who send internationally (including to Canada). A suggestion Canadian sellers have is that this program should be made available for Canadian sellers. This would be referred to as Delivery Duties Paid (DDP).

 

There are already some third party shipping services that offer DDP services. Chit Chats is one of them. One problem is that they aren't integrated into eBay. So you would have to manually create shipping policies for each item since there is no option in the shipping policy to charge a percentage based fee with shipping. If it turns out that the US is only using flat rates, that might help a little bit, although the flat rates are extremely excessive for most items since they might be $80 to $200 regardless of price.

 

I believe there are two major issues. One is that buyers will over time learn that if they buy from Canadians, they can be hit with enormous fees at the door. Two is that items to the USA will be more expensive, which will lower the incentive for US buyers to shop with Canadians.

 

The second problem will never be solved. I don't think the de minimis will return because it seems to be a bipartisan issue. Repealing it this early out of nowhere might not be, but the legwork for this was started under the Democract party. So both sides seem to be all for it, so I'm not holding my breath about it ever returning.

I'm having a fire sale and likely to move a few hundred units of merchandise over the next three weeks. These aren't made in North America. This is all stuff that would have sold through over the next 6-12 months. 

 

I've got the worst luck with planning around this sort of stuff, so the moment my last piece of merch is liquidated you guys can expect an announcement that the de minimis is going to stay in place forever.
