@thevillage1955 I THINK this is the correct way to do it.
1. Create a flat shipping rule (it's on the Shipping Preferences page under Combined shipping rules). Choose "Add an amount for each additional item". Input 0.25 and enter something you'll recognize in the profile name.
2. Create a shipping rate table (Shipping Preferences page). Set the rate by Item (I think) and choose the regions you want it to apply to under either Standard or Economy (I'm assuming you're using lettermail). Input the cost as $2.95.
3. Finally go into Business Policies and create a shipping policy. Select flat under Domestic Shipping, select a service that matches what you chose in the rate table (standard or economy) and enter anything you like in the Buyer pays and Each additional cost boxes (it'll be overridden by the rate table). Under Rate table, select the rate table you created. Under Flat Shipping rule, select the flat shipping rule you created.
4. Make sure the Shipping Policy you created is the one attached to your listings. Once you test it on a few, you can probably bulk edit it and apply it to everything.
Note that if you're not currently using business policies, it can be worth spending the time to look into them. They can save you a TON of work, especially when postal rates change since you only have to update them in one place and it'll apply to all your listings that use that policy.
