I highly doubt anyone here in the community can help you get your item across the border...seems to me you need to find out directly from UPS what information they are requiring, even if that means going directly to a UPS location with the item in hand and speaking with a UPS agent to discuss the problems you are encountering...

Is the carving made in Canada and CUSMA compliant? If so, you may need a certificate that declares that.

Unless he's trying to claim CUSMA compliance, I don't see why he would. They would just assess the tariffs as if it isn't. If he's trying to claim it, then he would definitely need paperwork for it.

Import of stone carvings into the USA has restrictions.
"Native American artifacts from Canada"
www.cbp.gov/travel/us-citizens/know-before-you-go/prohibited-and-restricted-items
Importation of items such as those listed above is permitted only when an export permit issued by the country of origin accompanies them.

agreed!...didn't realize OP was referencing "soapstone" carvings, since OP only referenced "stone carving" (and I did not check OP's listings until now...)and that makes a world of difference as to the requirements for shipping outside of Canada...I still own a vintage soapstone carving which in time will find a new home(but within Canada)...

BTW, for anyone still using or thinking of using UPS to ship to the USA, this may be of some interest:

Doesn't this have more to do with orders shipped before the FDA regulation changes? Many of the destroyed orders on the UPS reddit page, seem to come Korea and are skincare products. Some were ordered as far back as early september, then they made the FDA changes. UPS just destroyed them.

There is more to it than just skin-care products and/or products from Korea....
glassware, books, journals, etc, etc.exported from various countries to the USA...
My referencing the article was just "something to think about"... if/when shipping via UPS at the current time...
