UPS is 'disposing of' U.S.-bound packages over customs paperwork problems

Interesting article I came across today, thought I would share it here. It is quite disturbing if this is actually happening:

havent had any disposed of but a couple didn't make it out of the country and returned with no refund in shipping. I suspect they're overwhelmed.

Dump package, then cite "customs paperwork problems" to make it the shippers fault so UPS can claim no liability or accountability for the value of the package they destroyed.

We need Canada Post up and running.

ive had multiple packages sent back to me for not having "pre" paid duties, when i called they even told me Ebay had to call them to pay the duties since i bought the labels on here. called ebay and they have no clue what ups means by that. there's no warning anywhere and they still accept packages.
i dislike UPS so much , but at least ive yet to had packages "disposed" of

For anyone using eBay labels to create shipments, we NEED the option to choose return to sender or dispose vs the unshown default of return. Return is not always valid or economical. If dispose is happening willy nilly that is not how it should be working. With manual bills and online (direct thru UPS/Fedex) the option is there. If going forward we will need to insure everything and worst case scenario include signature service (6.70 with UPS) this will get very expensive for sellers going forward.

Thta's a nice scam by UPS.  Accept money for shipping a package, don't ship it, make up bogus paperwork claim, keep money from shipper for doing nothing. Cool beans.

Because we don't know and won't know who the last mile is for eIS shipments for Canada there are no guarantees that parcels being destroyed for "assorted reasons" is just a UPS thing.

While DHL itself does not destroy packages due to tariffs, packages can be destroyed if the recipient or sender refuses to pay the required customs duties. The decision to destroy a package is a last resort that follows a series of non-responses to payment requests. This situation has become more common following recent international tariff changes.

While there is no evidence that FedEx is destroying packages simply because of tariffs, shipping delays and package disposal are occurring for both FedEx and other carriers like UPS due to the end of the de minimis tariff exemption. This exemption allowed packages under a certain value (previously $800) to enter the U.S. duty-free. Now that it's gone, the increased complexity of tariffs, customs, and fees has led to many packages being held up, and some being returned or disposed of because the recipient cannot or will not pay the new charges.

IF any US buyers shipment are either destroyed or refused this will be cause for very nervous buyers going forward.  Hmmm, similar to when Canadian buyers shipments made it to eIS hub and didn't go any further for various poorly explained reasons.

Here is an Alert from UPS that seems to be pertaining to the "disposing" of some packages. They are indicating that a lot more packages are now requiring "formal entry" for US customs, and these may not have the proper paperwork or buyer/importer information to be cleared.

https://www.ups.com/ca/en/service-alerts?alertId=alert-2

"For shipments requiring formal entries, provide an Importer Tax ID with EIN or SSN."

eBay Global Shipping Programme and eIS will also "dispose of" packages if they are deemed to be not eligible to be imported into the shipping country. eBay doesn't destroy the items, they are transferred to a company that resells them domestically on eBay. So it is possible that the shipping carriers may do the same thing, to recoup their costs for these packages.

EIN/SSN was a standard requirement in the past with CUSMA. The field is included with Shippo and any couriers online/hand printed wbs/customs forms. Going forward if it becomes a mandated requirement getting from eBay from a customer....any customer will be to say the least.....challenging. As far as I know it was never built in to any of the CP software.

  • Consignee's EIN is Key: For shipments to the U.S., the ultimate consignee's ID number is often required. If the shipper is responsible for the import process, they may need their own EIN, but generally, the information relates to the U.S. party receiving the goods.
  • In some instances, entries valued at less than USD$2,500 may be released on a manual entry using only the Ultimate Consignee’s name and address. However, to mitigate any shipment delays or returns, FedEx encourages shippers to provide the Ultimate Consignee ID number (EIN or SSN) for all U.S.-bound shipments, regardless of value
