When shopping online, ONLY use a credit card, not a debit card or e-transfer, since those are effectively not refundable.
Using Paypal as an anonymizer of your financials can also be helpful, since it gives you a third appeal possibility.

Let the MBG claim play out though.
If you open a chargeback while it is underway, the eBay claim will automatically close.
The order for claims is eBay/MBG-> Paypal if used-> chargeback.

"Item not received" cases on eBay are handled automatically. If the seller has tracking that shows delivery to your area, the seller wins. eBay does not get detailed tracking information that shows the street address as eBay is not the shipper or the receiver.
If you have documentation disputing "false tracking", once you lose your "Item not received" case, you may be better off contacting eBay via social media direct message to be given an opportunity to provide your documentation. Be sure you mention "false tracking" explicitly, otherwise eBay may treat it as a standard "item not received"/"missing mail"/"stolen package" situation rather than having it count against the seller.
If you cannot get help from eBay, then the fall back option is to go to your payment method with your documentation.
