Hi Every One. My Name Is Lawrence.
I Got Scamed By A E Bay Seller.
On The Phone I Contacted E Bay Had A Talk. Was Explained E Bay Money Back Will Not Work After 30 Days.
I Explained The Seller Is Located In China. Was Given A Tracking Number . Tracking Number Kept Me Up To Date That It Took 40 Days To Reach United States By Sea Shiiping. After It Arrived United States LA Dock The Tracking Number Stopped Working.
I Have Speent A Full Month Talking Working With USPOSTAL CANADA POST AND ALL DILIVERY SERVICES. No Answer Where Is The Package And Tracking Number Update

I Phones Shiiping Company I Do Not Know How To Speek Chines

Which means
A.) you are too late to make a Claim -- even a False Tracking Scam claim-- with eBay.
B.) you are still covered by the chargeback policy of the credit card you paid with.
Most credit cards as good for 120 days from Payment, many allow up to 180 days from Payment for chargebacks.
Use the term False Tracking Scam in the chargeback. It should help.
As a side note: Only use a credit card when buying online, anywhere online.
Debit cards, cheques, cash, and etransfers are not refundable.

Unfortunately, a hard lesson learned here...
it would have been best to have simply purchased the necessary equipment from a local supplier and saved self all the frustration, hardship angst,etc,etc.

You had 30 days from delivery (or last estimated delivery date) to open a Claim with the Money Back Guarantee .
When the purchase did not arrive, you should have contacted eBay not the seller (although that is polite, ONCE) nor the postal system (since the last mile delivery might have been sub-contracted to any number of private shipping companies).
What was the last estimated delivery date?
Have 30 days passed since that date?
If not open a Claim.
Right now. Immediately. Don't futz about.
If the package has not arrived at your address, the Claim in Item Not Received (INR)
If the package shows delivery, but the delivery address is not yours, the Claim is False Tracking Scam/INR
The False Tracking Scam must be used.
Apparently the package has not moved since Los Angeles.
Include the tracking number in your Claim.
