News flash: You still have to pay the tax.
It's called the Canada-US tax treaty, or HTS (harmonized tariff system).

Because it’s generally Canada Border Services' job to inspect postal imports and assess them for taxes (and duties) owed on them, a lot of items shipped through the mail miss getting tax charges. The volume of mail is just too great and time is too precious for every single freaking package to go through this.
Imported items sent by methods other than the mail usually have taxes and duties paid in advance or the shipping company pays them and the recipient of the item pays the shipper back, plus some extra fees for the service.

A few hobby sites that are not registered to collect and remit sales taxes may not do so, but eBay and most large reputable sites do.

You live in Canada you pay taxes. If the coin is 0.9999 pure silver then it is exempt from taxes and you can get ebay to refund the tax portion if you have already paid the tax (GST, HST, PST).
You might also be hit by custom Canada as you are importing silver and they might want their share as well.

There are a lot of counterfeit Morgan Dollars, originating in China, sold on eBay.
I'd take them to a coin dealer or jeweler for expertisation before the 30 day Money Back Guarantee is up.

And, as usual, eBay does not do jack to crack down on the scammers.

Find a local coin dealer and give them your business. Use what you would pay in shipping costs to add more to your stack!
