Since we can ship ddp with chitchats i was wondering if adding a banner or small sign under item on main photo was allowed. I called ebay and the agent said it's ok but he really didin't seem sure of himself. I have seen a fair number of sellers add a "No import fees for US Buyers" tag at the end of titles which is ok too according to the ebay agent. First thing buyers see is the main photo so I thought this might work to counter the BLUE TARIFF WARNING banner. Any thoughts?

You can't put text in your photo. I don't know how that's enforced or if it's enforced, but it's against policy.
I put my DDP statement in the item description. I figure people who look at my listing will look at the description, it's not very long. If they are not wanting to buy from Canada, they won't click on the listing, they won't see eBay's banner, and they won't see my counter that I am shipping DDP through Stallion.
If it's put in the title people will see it while looking at the listing. (I don't want to change 9000 listings to put that in the title of every one, plus I use a lot of my characters to describe my item in the title). If you put it in your picture, buyers will see it while looking through listings, but if the buyer is searching "US only", they won't see it no matter where you put it.

I see a lot of listings with the name of the seller on a sign below the item in the picture. I have also added identification tags when doing lots of turntable parts. Not sure if that is technically against the rules or not, maybe if it is overlaid over the picture.

Sellers do that to avoid the automated detection of text on photos.
Old school sellers do it to discourage other sellers from using their images.
