Canada Post are clearing their backlog and charging the shipping labels of the past few weeks. However this week I've had 4 different Expedited Lite parcels being charged the cost of an Expedited Parcel. They first charge the correct amount for the Expedited Lite Label and later in the day they charge the difference between the cost of the Expedited Lite and the Expedited Parcel.
This situation has happened to me for one order in the past. I had contacted Ebay's customer service and they told me to call Canada Post. Then I called Canada Post and they told me to call Ebay...
(And before someone asks, no I did not make a mistake when I entered the dimensions and the weight)

What are your measurements and packaging? (ie: bubble mailer vs box)
Canada Post can treat expedited lite limits as actually 200g volumetric weight when they are evaluated in processing.
That is the product of the sides is more than 1000 cm³ (ie: 10cm x 10cm x 10cm).
ebay advertises that cubic weight does not apply, but Canada Post will still apply this sometimes and charge the extra.
You may be able to get a refund, by requesting a service ticket (so you get a ticket #) via Canada Post chat to request a refund.
If you don't hit a dead end agent that actually offers a refund, make sure any refund Canada Post is sending you is going to be sent to YOUR address, and your name.

This happens sometimes. I don't think it is related to the delay in items being charged.
I noticed it seems to happen to orders shipped in boxes. I used to ship small items like action figures in 6x4x4 type boxes but I switched to bubble mailers.
The only possible thing you could do would be to add a small "insurance" fee to the handling portion of your shipping policy. If you ship 10 items a month Expedited Lite, and on average you're seeing one item overcharged by $10, add a $1 handling fee to each order to cover that orders portion of your risk. Even if that order isn't overcharged, there is a 1 in 10 chance that it would have been, and the cost of that 1 in 10 chance in this scenario is $1.
For a $5-$10 overcharge, it's not pragmatic to spend hours bouncing around customer service. In a scenario like the ones people have seen with Fedex where they are charged hundreds of dollars for a $20 label, yes it would be worth getting to the bottom of. For a $10 overcharge, if you have to spend an hour or two calling different customer service lines, you're paying yourself $5-$10 an hour assuming you actually resolve the issue.

Were the 4 packages sent/processed on the same day, or different dates?

One was shipped on July 4 and the shipping label processed on July 17. The other three labels were processed on July 23, one from July 6, one from July 7 and one from July 9.

I wonder if perhaps Canada Post's recent system updates have affected ebay labels.
When I printed two labels this week I noticed changes from previous labels.
In the past ExpeditedLite lablels correctly showed the weight I entered, but dimensions were shown as 5X5.
This week an ExpeditedLite label showed the correct dimensions, but the weight was shown as 247g instead of the 135g I had entered (which should have made it ineligible for ExpeditedLite).
An Expedited Parcel label I printed this week showed the correct dimensions, but instead of the 545g I entered the label showed 765g.
Has anyone else noticed differenced between weight entered on ebay and the weight shown on the label?

I think that's normal for regular Expedited parcels. It should show the larger of the volumetric and actual weight. My last Expedited Lite (which was yesterday) still showed 5x5x5 and (I think) the weight I entered.

In theory "if" it cubed out at 247 grams the system should have blocked you out from shipping as expedited lite and the charge would be comparable to that weight as expedited. Saving a revised bill....at a later date. Because there is no preview it is too late in the process to try to repackage. Your only option would be to void and then try to amend your packaging. As a side it doesn't help that it doesn't properly denote the parcel corectly as an expedited lite shipments but instead gives it the same expedited service level 2 tag.

You only see the revised dim total after you print. Happens all the time with anything ebay lapels or CP applies the cubing formula. Years ago (not sure how far back) shipping systems when they printed the label showed both actual and dim on the label.
What Fedex goes by now:
FedEx shipping labels don't explicitly display both the actual and dimensional (dim) weight. However, the label will reflect the billable weight, which is the greater of the two. This means the shipping cost is calculated based on either the actual weight or the dimensional weight, whichever is higher.

Update: It keeps on happening. I have now been overcharged by $50 over 9 different Expedited Lite labels in the past 2 weeks. I can't believe that this is only happening to me...

It's not just you. I was charged for one this morning for an item that went out in a 6x4x4 box and weighed something like 130g.
devon@ebay We really need something done about this. It's costing sellers a lot of money and it isn't our fault.

I just contacted Ebay on X (they are much more helpful there than through the help/contact section on Ebay). According to the agent it's not an overcharge by Canada Post and these second charges do not contain any information regarding incorrect dimensions. It's probably a glitch on Ebay's end and it will be reviewed by their technical team.

Both the cubed dimensions (26 X 20 X 2cm) and weight (< 200g) entered when purchasing the label were well within the Expedited Lite parameters. The (heavier) weight on the printed label was not.
All Expedited Lite labels I've previously purchased have printed with the correct weight as entered.
There were no additional charges when the Expedited Lite label was billed to my account July 30.
However in addition to the $19.38 quoted, the Expedited Parcel label (which also printed with a higher weight than I entered) had a separate charge of $1.60, with no explanation for the additional charge:

@ct-v, great that you were able to get through to ebay Support as it seems yours isn't an isolated case and both Expedited Lite and Expedited Parcel may be affected.
Until Tech Support addresses this perhaps it might be worthwhile if we save a screenshot of the entry screen for any ebay label purchases?

This has been happening for a long time. Like I said in my other post, I switched from small boxes to bubble mailers for Expedited Lite because of it. I noticed that it would happen more with boxes.
Of course, certain items NEED to be in a box, but there are other items where a box is better but they can reasonably be shipped in a bubble mailer.
Hopefully, they resolve it. A good amount of items that are listed with Expedited Lite rates in mind would not be viable to sell with standard Expedited rates.

Recently was speaking to another Canadian seller. They were all caught up with charges when out of the blue they got several Lite and Tracked with additional charges without explanations. They have messaged Luke but have not gotten a response as of yet. Unsure if Devon is on holidays. Last pop by was 17th of last month for 2 posts. Real followup on this issue would be nice.

Had my first experience of a second charge on an Expedited Lite shipment.
Sale on August 13th. Expedited Lite label purchased for $8.76 (which is what the buyer paid).
Dimensions entered accurately, if not slightly more than what they actually were (small box, 170 g, 12.5 x 11 x 11).
Falls within all specifications in eBay's description of Expedited Lite (less than 200g, no single side exceeding 41 cm, volume much less than maximum of 3220 cubic cm [less than half]).
Dropped off at post office on August 13th. Billed for the $8.76 on August 14th. Forty-seven seconds later billed an additional $12.52. So yes, they are clearly treating this as an Expedited Parcel, not an Expedited Lite shipment.
Reached out to customer service on Facebook and they're looking into it. This was the message I received:
"Thank you for confirming this for us, Matthew. You may have been charged twice for the same Canada Post Expedited Lite shipping label on eBay due to a few potential reasons: a discrepancy between your declared and actual package dimensions or weight, a system error, or a late charge from Canada Post. However, I am concerned about the delay in this charge, and have filed a ticket with our tech team to review this further, including the cost to ensure that you were not incorrectly charged. If our specialists determine that this was a site error, we'll get that additional charge credited back to your account. It can 3-5 business days for our team to review this, however, if you do not see a credit on your account by this timeframe, please let us know!"
I will reach out to them again in 5 business days if I don't see a credit. I will also be sending the details directly to [email protected] (as I encourage everyone to do if they are experiencing these overcharges).
I feared this happening so I preemptively took photos of the measurements and weight of the box prior to shipping it. devon@ebay

@dinomitesales Would you be able to confirm your measurements for the label using the link and updating to dot com. On it it displays measurements but is moving length to middle box vs first. The ca link does not display the original info. How it looks on 1 of my recent packages on dot com and I always enter length first. Is there a chance they are using the girth formula?

Here is what it looks like on dotCom. I don't see how the position of the numbers would effect anything, considering this was pretty much a square box. I don't understand what girth would have to do with anything.
Clearly what's happening is that Canada Post is taking into consideration the Volumetric Equivalent [VE] of Weight and since it's exceeding 200g it's billing the parcel as a regular Expedited Parcel. This is why thin/flat items in bubble mailers are passing through fine (VE is under 200g), but things in boxes are getting charged the Expedited Parcel rate (the VE of my shipment was just over 300g). I suspect the 5x5x5 on the labels was intended to be a workaround to this, as that's only 25g VE, but that's not how it's working in practice. Parcels are being re-rated in transit and the 5x5x5 isn't being honored.
It's clear that eBay does have an agreement with Canada Post for this service, which is why it's working for small/thin items. There just exists a discrepancy in how eBay is describing the service to it's customers (anything under 200g), and how it's actually being implemented by Canada Post (only applies to less than 200g VE).
