Lettermail is accepted at hub but is a risk, as answered here:
"Lettermail deliveries, being untracked, do depend on more manual processes to connect the inbound item to its appropriate international destination. Coupled with the other uncertainties in untracked shipping, this does create more risk for the seller and makes it harder to fully benefit from all of eBay’s protection. That’s why we strongly recommend using a tracked service, though you can still send to the hub with lettermail."

The other "risk" sellers are now seeing, is that, though you can send in to the hub via letter mail, once it gets an EIS tracking number, eBay deems the transaction "shipped late" because tracking wasn't entered till after it reached the EIS hub.
I have brought this up to EIS Canada. Right now, all you can do is email them for defect removal until they can tackle how to fix this.

What effect does a "shipped late" or even a dozen have on our status?
I know we can retain our Global Top Rated Seller status even if we do little or no tracking.
The Global TRS has different criteria than the US TRS, and the Global badge does not appear on the US site.

You could still create a label and send it expedited lite(if it qualifies - under 200grams) if you can take the loss on it. eBay won't stop you from using any of the ebay label options.
