So noon today Prime Minister announced be doing same as Trump with tarrifs.

So what happens now. August 30
I sell a card made in the USA to buyer with in Canada, does that mean now buyer has to pay Tarrif??

There's no tariffs applied when shipping in Canada. The product can be made anywhere. It only applies with items going to the USA.

I believe you misunderstood the announcement. 

Carney said that Canada is dropping some tariff in US made products, to mirror some changes done by the DJT administration for some Canadian made products, and in order to facilitate trade talks, which have been in limbo for a while.
