Cost of shipping with EIS versus tracked just jumped to $15.00 extra for US?

It used to be I could ship a wallet which usually weighed under 300-400 grams for around $10-15, now has a shipping cost of around $25.00. Not sure if I did something wrong here or what. I entered calculated international tracked parcel for US & INTL and this is what I am seeing. 

 

Does that include the cost of me shipping this to the EIS hub and applicable tariffs? Either way no one will pay those ridiculous shipping costs on a $20-25 wallet. 

 

I'm not sure if I am doing this right or not. I put a flat cost for Canada as I kind of know what it will cost. Out a couple of $$ I will pay the difference. For US & INTL I have calculated shipping for tracked parcel on most items if it qualifies for that. For US I won't ship any other way than through the EIS program. For international I could leave the EIS out of it as I have shipped there often enough in the past and never had any issues so not too worried about it. I can see that problems could happen so would prefer EIS on international also. 

 

Just not sure if I am setting my shiping policy right or not. Big price jump. Can someone explain how to do this.  If we ship light tracked parcel should there be a jump like that in shipping costs?
