According to the most recent communication from eBay, you should be able to ship to a country both directly using your choice of services/costs, and using the eIS. Buyers will be able to choose the one they prefer.
Nobody knows what eIS will cost or which carriers they will use for each order aside from the indication that international buyers will pay your domestic rate+eIS costs. Meaning, the rate that international buyers see will be made up of two shipping rates combined. First to have you ship it domestically to eIS, and then to have eIS ship it to them.
I would expect that eIS will be more expensive for the buyer than you shipping directly via Chit Chats. But I have no way of knowing for sure. Maybe they leverage Canada Post to give them great rates that are exclusive to eIS. I guess we will have to wait and see.

do you think it would be possible to have no shipping rate available for USA other than EIS?
I really want to streamline my stuff to use Canada Post for as much as possible so im not going to multiple different post offices

UNTIL October, there is no way to know what eBay.CA is going to do...speculation, assumptions, get nothing accomplished...this is a wait and see...Right now P-A-T-I-E-N-C-E is a necessity.
