I have a shipment that "qualifies" for expedited lite going from Calgary to Saint-Hubert QC. Details as follows.
174 grams - Bumped to 180 gram. 24 x 12 x 2.6 (bumped to 3.0 cm)
Price buyer paid. 6.05
Quoted price once details confirmed 6.05 via expedited lite. 73% discount.
Additional options.
13.09 Expedited 42% discount
18.31 Xpresspost 35% discount
47.40 Priority Post 47% discount.
Regular Parcel MIA. Displays with ebay calculator tool at same 13.09
If I update ship to and from to same postal code(shipped to a neighbour) Expedited Lite/Regular Parcel/Expedited all display with a rate of 4.05 and 71% discounts.
For chuckles bumped it up to 800 grams using same measurements.
New options:
16.86 Expedited 35 % Discount
28.40 Xpresspost 28 % Discount
50.17 Priority Post 29 % Discount
Regular parcel. MIA (According eBay calculator tool regular should be an available option at 16.86.)

Note 1: See floating discount rate between services.
Note 2: Regular in past used to consistently mirror Expedited. Recently when checking there has been/can be inconsistencies between the 2 services. Many sellers commonly assign regular but ship expedited to assist with eBay's estimated eta's. Not a problem when the costs mirror. A bit of a problem when they don't.
Note 3: Only possible weight variation would be the less than half page shipping label.
Stay tuned for billing results in the next 3 to 30 days. + or - Will confirm when charges arrive.

I'm shipping coins across Canada via Expedited Lite with the measurements 25cm x 20cm x 2cm (under 200 grams) and so far they've been charging me Expedited Lite shipping on the label, and I have yet to receive a size correction charge on my account. The size is a #0 Bubble mailer.

I ship all my Hockey cards with 24x20x3cm dimesnsions for expedited lite and always enter 199g and I have never had a correction (even when I have had orders of 40 cards that are close to the 200g weight limit at about 190g

Billing arrived for shipment 3 days later. Quoted 6.05. Actual billing 6.03. Savings of 2 cents. Explanation? Not included. Freedom 95 here I come!!! Will advise if I see a secondary bill at a later day. Hey, it's eBay. Anything is possible.

That same above quoted shipment now shows 6.07 for shipping.
Is it possible with the small variances in revised billing that it has to do with when the label was created and the lag time it takes to be billed (floating fuel surcharge updates)? For the larger variances it has to be a problem that was created when cubing gets applied.

It should not since you bought and paid for the label and tracking on the same day a price is quoted. That was the price of the label, when a business gets around to sending a bill is not relevant to the transaction price.

Except you don't see the bill immediately. There can be a confirmed received shipment before charged thing happening. The lag time can be 3 to 14 days. And in the case of Fedex/UPS for anyone that uses they can bill on delivery vs proactively. (Tape delay.)
