Yes, that's how Trump's administration has set it up for postal shipments. You have to use an alternative non-Canada Post method to be able to get the CUSMA exemption.

Depends on how much the item is worth. Also I don't know if you can go by where the car was assembled or if you have to go by where the part was manufactured. Also there is risk with getting unexpexted tarrifs charged on items you ship with UPS, Fedex etc. Read some threads here about that.
