ebay international shipping

im sorry so confused i am enrolled in canada for ebay international shipping but is see others say they click on eis for there shipping is that instead of ups or canada post i never see eis as an option. i might have a setting wrong i have only been shipping from canada to canada or usa . do i do a fixed shipping cost or should i be actual cost is there a setting i should have on or off idk.  how do i know if my package is going to the hub before being sent to the usa thanks  i have checked and it does say eis enabled

If it's going to the hub, the address you ship to will be:

There are also some indicators on order page pointing out it's EIS:

and on the order's listing page there will be a globe icon instead of a truck for EIS orders:

To see EIS as a shipping option you need to set your location to another country...for example on one of your listings I set United States, and it shows EIS.  UPS is cheaper so it shows your UPS option first.
