Are you shipping internationally with the eBay International Shipping (eIS) service?  Invoicing is done by eBay for items forwarded through eIS.

Most of the time it is unnecessary to send an invoice because eBay does it for us.

Why do you want to send another?

 

PS. If eBay has sent an invoice, and the customer has not paid, sending another invoice moves the payment time another four days down the road.

So if the customer purchased on 1/12, and has not paid by 5/12, sending an invoice on 5/12 gives him until 9/12 to pay.

I'm also unable to send an invoice for an international order. I guess it's because of the instauration of EiS however I'm trying to send an invoice to a buyer in the United States who wants to combine 3 separate purchases. Those 3 items are not eligible for Ebay international shipping for the United States anyway since I have not specified the country of origin on any of those listings.

I have a buyer from Czech Republic and I'm not able to send him invoices or total invoices. The Ebay agents are inable to give me a reason or to fix the problem. It's a repet buyer and I will loose him. Ebay don't cares.

It looks as though you are using eBay International Shipping for your overseas sales.  eBay does all the invoicing for eIS sales because it has to add its shipping charges to your domestic shipping charge.  

 

Assuming these are all stamp purchases, I think your best bet would be to relist the buyer's purchase as a single listing.  The buyer can purchase from that listing.  The tricky part might be coming up with a country of origin if the stamps are not from the same country.  If you're willing to ship without eBay International Shipping, I suggest that you add your own direct shipping method to the listing.

EBay sends the invoice. 

One drawback of eIS is that invoices (and shipping) cannot be combined.

Complicating this is that may Canadian sellers were listing on dot COM and also dotCA, which means we were listing in two different currencies.

The customer is billed in their own currency and doesn't see this.

 

The customer is being billed not just the purchase price, shipping fee, and tax/VAT but also, unseen to the seller, the import fees (duty and tarrifs ) that his country will charge him.

 

One way of looking at it is that the customer was willing to pay full shipping on each item, so why change now.

Another point, just because they paid three shipping fees, doesn't mean you can't put everything in one box.

And of course, having done that , you can make a partial refund of the unused part of the total fee. 

 

Did the customer ask for a discount before buying?
Don't assume the customer cannot afford what you are selling.
