Did the tracking for your order stop there? Or is it still active?
I wouldn't pay attention to the actual address/postal code, unless it is marked as "DELIVERED" - meaning it reached its final destination, according to tracking.

My package was delivered to Carol Stream 60188 instead of eBay’s shipping hub at Glendale Heights 60139….
Does that mean it never got to the shipping hub and was delivered to someone else?
I always get packages from eBay to the international shipping hub but never says delivered to Carol Stream 60188, only 60139 Glendale heights.
USPS does this sometimes, with facilties that receive large amounts of mail. It has often been reported for shipping hubs.
Most of the time it's not a problem. The package should show up as received at the shipping hub within a few days, usually.

Look at a map.
Carol Stream is les than 10 minutes east of Glendale Heights and is just another one of the plants used by eIS.
Don't watch tracking.
It won't speed things up and will only make you anxious.
If you are the buyer mark the last day for delivery on your calendar and don't think about it until that date passes.
You are covered by eBay's Money Back Guarantee.
If you are a seller the only time to think about delivery is when the customer complains.
Don't watch tracking.

I’ll update if this new package moves
What happened to the original package you posted about, @laniandmathew?

Look at a map.
Carol Stream and Glendale are both suburbs of Chicago, about 10 minutes apart.
Use Google Street View to look farther.
Both are industrial parks.
Carol Stream is just a different plant.
And "delivered to an individual" means that a human being signed for it (and a few hundred other packages at thesame time) rather than being left on a random doorstep.
ProTip - Never watch tracking.
Just mark the last estimated date for delivery on your calendar and it will arrive by then or more likely sooner.
If it doesn't open a Not Received (INR) claim with eBay's Money Back Guarantee.
