I've forgotten how to turn off shipping to the US. I know not offering shipping, but I want to cut off US like not shipping to Russia. I have forgotten how to add the US to a banned country.

As I have already done so....Left side of page under your name click the arrow and it will show "Account settings" click that and proceed>under the heading "Selling" you will see "Shipping preferences" where you will find "Exclude shipping locations".. That is where you can exclude specific countries...

Perfect, thanks ! You saved me a few hours of work as I was planning on doing this through the bulk editing tool by adjusting international shipping on all my listings. I didn't realize this could be accomplished by simply checking off a box to exclude U.S. shipping. It's also nice to see that when I enable shipping to the U.S. again that it retains the shipping method / rates that I had previously set up as I was fearful that set up might be deleted.

SOLVED IT thanks to eBay customer help - they called! Had to be on the .ca site to see the USA as a country to be excluded.

Hello! Thanks as well, I think I'll do the same, it's a waste of time and money.

That won't work for what you want. Your listings are on .com, it's not possible to block the US when a listing is created on .com
The same thing applies to all eBay sites, you can never block the country you list on. If you list on .ca you can't block Canada, when you list on .uk you cannot block the UK, if you list on .de you cannot block Germany etc. etc.
