CUPW Issues 72-Hour Strike Notice: A Call for Fair Negotiation

On Monday, May 19, CUPW issued a 72-hour strike notice to Canada Post. This action was not taken lightly, but it was done for several reasons.

The collective agreements for the Urban Postal Operations and the Rural and Suburban Mail Carriers bargaining units, which were extended by the Government in December 2024, are set to expire Friday, May 23 at midnight.

CUPW negotiators met with Canada Post over several days at the end of April and early May, with the goal of resolving our bargaining dispute and achieving new collective agreements for both bargaining units.

Last week, Canada Post walked away from the bargaining table for the third time, telling the Union it would return with new comprehensive offers. A week has passed. With the expiry of our collective agreements drawing closer by the day, we are still waiting. The clock is ticking, and so far, Canada Post has yet to deliver.

The day after Canada Post walked away and paused bargaining, it fired another shot, by threatening to unilaterally change your working conditions and suspend employee benefits if new agreements aren’t reached. This aggressive move undermines good faith bargaining and the stability of our public postal service. It had to be met with strong resistance. Postal workers won’t be threatened or coerced into accepting offers that will gut our collective agreements and undermine good, stable jobs.

Our right to strike was taken away from us and put on “a time out” by former Minister of Labour Steven MacKinnon’s orders and the Canada Industrial Relations Board in December 2024. By issuing this notice, we are simply announcing our intention to continue our legal strike that was put on pause by the CIRB.


The Work Continues

Although we have served notices, there is still time for negotiations to take place. We remain committed to achieving negotiated collective agreements. Your National Executive Board and Negotiating Committees urge Canada Post to return to the bargaining table with real offers that protect the health and well-being of postal workers, support the communities we serve, and ensure a strong and sustainable public postal service for all.

It is very possible that if the strike continues, Canada Post could remove paying the benefits.

At the time of writing, on Friday, September 26, 2025, at 11 a.m. (Eastern time), despite our national strike, Canada Post maintains our benefits and conditions of employment.

Consequently, we strongly recommend that you renew your drug prescriptions as soon as possible.

We cannot guarantee that Canada Post will not change its position on our benefits. As a result, if you or a family member have scheduled appointments at the dentist, chiropractor, massage therapist, etc. in the next few days, you may have to reschedule them to a later date.

We will keep you posted on any updates in this regard.

$31  per hour is around the 'living wage' threshhold?   If so, they are living beyond their means.  It's almost twice minimum wage and well above what workers at courier companies make.  Not to mention all the days off they get, vacation time, personal days, medical days and on and on.    

 

Sorry.....they are well compensated for the unskilled work they do.   If they were all fired tomorrow and their positions had to be filled by others there would be huge lines of people very willing to take their jobs and be glad to have them.

I'm not sure where this $31 figure is coming from, but from all the checking I've done online from various sources, $31 seems to be more like the top of the wage range for most positions in most locations, with averages or medians being in the neighbourhood of $22-25/hr.  Example:

Comparisons to minimum wage aren't particularly useful since minimum wage isn't a livable wage unless you're living rent-free in your parents' basement.  I'm not sure what's "greedy" about wanting your pay to keep up with inflation.  It means a bit more discretionary income to spend on other things, such as the things you sell.  A decently paid public service benefits the economy at large.

Understanding the impact of CUPW’s national strike

 

On September 25, Canada Post’s operations were shut down when the Canadian Union of Postal Workers (CUPW) initiated a national strike. We know this action will affect your business as you prepare for the holiday season.

 

What to expect

 

As mentioned in our communication on Thursday evening, mail and parcels in the postal network will not be processed or delivered and will be securely held until operations resume. Service guarantees are suspended for items already in the postal network. No new domestic or international items will be accepted until the national strike is over except for parcel returns, which continue to be accepted at those post offices that remain open.

 

A national strike of any length will impact service for you and your customers well after strike activity ends. Items will be delivered as quickly as possible once operations resume. However, processing and delivery operations will take some time to fully return to normal and your business should expect delays.

 

What this means for your business

 

Operations

 
We cannot recover items already in the network during a strike. This includes items located inside and outside of our facilities.
 
Canada Post equipment such as containers, monotainers and pallets will not be accessible until after operations resume.
 
Scheduled pickups have been cancelled and there will be no contracted pickups during the national strike.
 
Post offices that remain open will not accept new mail or parcels until the national strike is over, except for parcel returns.
 

Parcels

 
Our shipping tools remain available to prepare orders. However, customers will not be billed for labels printed until operations resume and they are scanned into our network.
 
Because we use event-based billing, you do not have to cancel unused labels.
 
Return labels remain available through our tools.
 
The Parcel Redirection service also remains available. However, please note parcels will not be redirected until operations resume, at which point redirections will be done on a best-effort basis.
 

Mail

 
We will not recycle or return any Neighbourhood Mail (flyers) already inducted into our network. Mailings will be delivered when operations resume.
 
Our shipping tools, EST and Precision Targeter remain available for customers to continue to plan and prepare future mailings. When operations resume, transmitted SOMs will only be billed once the mailings are scanned as received.
 
 

Update on negotiations

 

We have informed CUPW that, in light of the significant transformational changes recently announced by the Government of Canada, we are reassessing our new Global Offers. We are working diligently and will present these new offers as soon as possible.

Update on negotiations

 

We have informed CUPW that, in light of the significant transformational changes recently announced by the Government of Canada, we are reassessing our new Global Offers. We are working diligently and will present these new offers as soon as possible.

 

I get the feeling that CUPW are going to regret not accepting one the earlier "final offers".

Thanks for that, @recped.

While that chart does show a lot of positions with starting wages of over $30/hr, it also shows a lot of positions with starting wages lower than that.

Yeah I understsand and agree that it's not as simple as "everyone makes at least $31/hr".

 

That said I think we can agreee that for the type of work done by most CUPW members they are definitely not underpaid especially when considering the benefits package and job security they enjoy.

Last Thursday’s announcement from the Minister responsible for Canada Post, Joël Lightbound, was just the latest in a series of attacks from the Federal Government and Canada Post since bargaining started almost two years ago. It’s clear: our fight is for far more than improved wages and improved working conditions. Here’s just some of the issues at stake, for postal workers and the public.

 

The Right to Public Consultation

Canada Post is owned by the people, and as owners, Canadians should have a say in any major changes or decisions to the Corporation. When the government makes sweeping changes like it did last Thursday, it silences the very people the system is meant to serve. Without public consultations, communities may lose their cherished postal services without having any say in the matter.

 

The Right to Good Public Services

Too often, the work of postal workers goes unnoticed until there is a labour disruption. Only then do people realize the important role Canada Post plays in the daily lives of so many Canadians. People across the country rely on Canada Post to keep them connected. When public services are cut, inequality grows, and it’s the public that suffers. Postal workers are fighting to not only keep reliable and affordable services in communities across the country, but to provide even more services. Unlike private companies that deliver only where it’s profitable, Canada Post keeps communities linked and Canadians connected and that matters.

 

The Right to Free and Fair Collective Bargaining

Collective bargaining is a cornerstone of any democracy. Without it, workers lose their voice, and their say in their working conditions. During this round of bargaining, postal workers have been subjected to repeated Government intervention. We’ve been hit with a Section 107 order that “paused” our legal strike; a Section 108 Industrial Inquiry Commission that favoured the Employer’s positions from the outset; a Section 108.1 forced vote supposedly in the “public interest”; and now a surprise announcement, the day before we were supposed to receive new global offers, that the Government plans to gut the public post office.

The erosion of our bargaining rights will only pave the way for more cuts, more precarious jobs, and fewer protections for not only postal workers, but all workers.

Canada Post has told us it still plans to present new offers to us later in the week.

Day of Action: Turning up the Pressure

As postal workers continue to wait for global offers from Canada Post, CUPW members, labour leaders, and allies took part in events across the country to defend the public post office. We came together to fight for good public services, good jobs in our communities, and a strong sustainable public post office.

Last week, the government announced massive changes to Canada Post’s mandate and huge service cutbacks to the public. Now more than ever, we must come together and fight for our public post office, save jobs, and defend the services that Canadians rely on.

What we are doing:

  • Locals in and around Ottawa rallied in front of the Prime Minister’s office.
  • Other locals picketed their MPs offices.

 

Take Action!

Send a letter to your Member of Parliament to let them know that you stand behind your negotiations demands. Demand that the Government stops the cuts to Canada Post and expands services to generate additional revenues instead.

Canada Post to Present New Global Offers Friday

On October 3, forty-four (44) days after CUPW last presented global offers and sixty-three (63) days since the end of the forced vote, the negotiators will finally meet with Canada Post to receive the Corporation’s latest global offers.

Once received, the negotiators will review the contents of the offers and give members an update as soon as possible.

Most of the larger carriers are unionized-- with the Teamsters.  Wages are comparable, although not the benefits.

 

Add to that consumer cost.

I had a $19.99 tracked international shipping on an expensive item which sold yesterday. Turns out UPS will charge $212.00 to ship to the Czech Republic, a European Union country.

 

But sure, privatizing the post office will be a saving.

Today, October 3, Canada Post finally presented its latest global offers to CUPW negotiators.

We had expected that Canada Post would return to the table and make significant movement so that our members could ratify their offers. Instead, it chose to use the Government’s announcement last week to take major steps backwards.

We waited 45 days for offers that are worse than what we rejected in August. Canada Post must have known that there is no way we can accept these and is clearly wasting even more time. So why did they bother?

After the forced vote, Minister Patty Hajdu told the Parties that the next proposals needed to be ratifiable. Canada Post is not listening.

 

New Lows

Virtually everything from their May offers remains the same, but there are some new rollbacks including the removal of job security, a workforce adjustment zone of 60km for restructure, and straight job cuts.

 

This Isn’t Bargaining

Canada Post and the Government have repeatedly stressed the urgency of signing new collective agreements, but they are making a mockery of the collective bargaining process with these insulting offers.

Postal workers want ratifiable collective agreements. We want stability for postal workers, our families, and the public who depend on us. But Canada Post seems hell bent on making workers’ pay for the financial crisis it created and trying to turn the public against the very workers who keep this service alive. 

Your negotiating committees will now take the time to thoroughly review and analyze the 500-plus pages of each of the latest offers.
