I am not yet a seller here, but I do sell on another platform. I would like to set up some listings that only ship to Canada. Is this possible on Ebay?

Yes, as long as you list them on eBay Canada (dot CA) and not eBay USA (dot COM).

Unless it has changed, this is not how it works. A lot of people think this is how it works because it isn't straight forward.
Just because you list on .CA and don't have a shipping option set up for international countries, doesn't mean you don't ship there. As far as eBay is concerned, you offer shipping to those countries but the buyer needs to ask you for an invoice.
You have to manually add countries to your exclusion list.
Here is what you have to do before you list anything:
You might see something that says, you are opted into shipping policies. If so, follow the link and the instructions on that page to create a shipping policy. A shipping policy is a pre-set instruction for that you assign to each listing that has all your shipping options already laid out. As part of shipping policy there is an option that says "Exclude Shipping Locations". That is where you can block all other countries.
With that said, you should consider shipping to the USA. I understand not shipping overseas because for a casual seller it can be exceedingly risky and complicated. Shipping to the USA is very simple and easy. The only real complication comes from dealing with returns if the items you sell are expensive and heavy. If you sell small cheaper items, the added sales are worth it.
On top of that, tracked shipping to the USA is actually cheaper in most cases than tracked shipping within Canada if you print the label directly on eBay to take advantage of eBay's Tracked Packet rates.

If you're in eIS, then there's an option (I think in the Shipping Preferences?) to have eIS also obey your exclusion list. Otherwise it will override it for items that qualify for eIS. That's likely why you're seeing those other countries.

When I finally got enrolled I went in and removed my shipping options for USA (tracked) so it would default to eIS where applicable. Another seller tested random listings and found some with eIS countries including USA and others that have eIS countries along with additional countries included (bypassing my official exclusion list) with the CP tracked options attached. Appears to be some sort of conflict happening in the ebay settings gumming up the inner workings. I don't use business profiles so it is NOT connected to that. Still in testing mode hoping no one buys located in the US and pays for USA tracked. I personally have no problem sending with CP tracked internationally. Cheaper...faster!! As others noted if buyer sees a cheaper option when they go to pay that is what they will select. As a seller you won't know until it happens.

There is no such setting. There's a setting to allow eIS to override your exclusion list and ship to countries they service but you have excluded. But that's it.
"Excluded Locations" appears to be fundamentally broken with eIS. I use Shipping Policies and have a curated list of excluded locations on my policies. Yet my listings still say I ship to every country aside from the handful that eBay won't do business with. All countries are showing in the drop-down menu. I have a ticket open with eBay to try and figure it out but I don't have my hopes up.

At the current time the best solution for a ship only within Canada approach here on .CA is to NOT be enrolled in eIS and eliminate everything else.

So seller gets a US sale and because item does not qualify for eIS system sends buyer invoice using either small packet air or tracked by default. Seller has to pay via Zonas buyers applicable tariffs. Is there a valid acceptable reason to cancel order that does not penalize the seller? Is it acceptable to "try" to explain to buyer that financially they cannot afford to be on hook for buyers fees?
Asking on behalf of another seller enrolled in eIS who has just run across this issue and is now in a state of baffle as how to proceed. The item sold was SS flatware made in S. Korea.
Not sure how many times this scenario has happened since roll out but very good chance it has.

If the Small Packet options are showing up instead of eIS, isn't it because the seller chose to have those shipping methods available to buyers in addition to eIS?
Or are you referring to instances where no shipping method to the US shows up at all and the seller is manually invoicing the buyer, in which case wouldn't the seller be able to add the Zonas charges to the shipping price? They wouldn't be able to print a label through eBay anyway.

In my situation when I finally got enrolled I disabled US shipping using bulk edit. I "thought" system removed any additional options like tracked, small packet air and expedited to USA. The seller noted above was able to find listings where the change did not get actually applied.
For the seller reporting the sale they only sold to Canada and USA so in their situation it became the default alternative when an item is NOT eIS approved with the problem being buyer paid the discounted rate with it not being available via ebay labels. Meaning they have to purchase via CP and pay zonos fees.
This is what it is now showing as the only 2 choices in bulk edit. See what is checked off. Each time when you come back the check boxes are clear.

In looking at it now it looks like something has been changed since I "tried" to accomplish the tasks. The top of column is now disabled.
Now you click on your listings to bulk edit. Click on International shipping options tab and it only gives you access to the display in post 10. Might work fine for changing flat rate shipping Letter in Canada. Not so well for intl shipping options. Important to consider allowable shipping options with CP are weight centric. You can't update a 2 kg + package based on USA tracked so bulk edit is clunky at best. Annoying at worst.

That would be my suggestion. Issue being what reason could you use for cancelling without being hit with some kind of ding. eBay does give users the option to use other between buyer and seller. Do they want cancelling orders to become the new normal?

Yes, because that's the only way to ship to all the countries I want to ship to. The way it should work is that I say I'll ship "Worldwide", so all countries are initially included. Then, specifying certain locations as "Excluded Locations" should remove them from that pool of available countries. This is not how it's working at the moment, though. At least not for me, anyway.

Bulk edit ONLY lets you choose EIS and eIS + CP/UPS/Fedex. There is no way to exclude CP from US shipping. Programmed that way or design flaw? Unable to confirm. That is just what testing is currently showing.
