If you're selling on dotCOM from Canada I assume you're already using Flat Rate shipping.
All you need to do is set up an International rate table and you can specify flat rate shipping costs for individual countries.

I got a really awesome buyer in my other store... and he's in Canada which means no hassles with tariffs.
So far the only "Canadian" who asked for a discount in the price because "there's no tariffs in shipping to Canada" is a US buyer who wanted their stuff shipped to a family member. I replied that they get cheap shipping in Canada, US buyers pay 3x as much for shipping (but tracked costs are similar). Needless to say they never bought anything because I wouldn't discount the price and tell them it was because of tariffs.

I have no complaints about Canadian buyers. I'm in Alberta and at least half of my Canadian sales go to Quebec, great customers.
