It is not at all unusual for an item to spend more than a week stuck in customs, especially in Chicago.

Usually, you open what is called a "missing mail report" rather than directly opening a claim.

When I have a package stuck in limbo with USPS, opening one of these usually results in it being found and delivered.
For claims, you open a ticket through Canada Post. If this has been "stuck for a week" a claim isn't appropriate. Open a missing mail report with USPS.

Are you the buyer or the seller?
What is the last estimated date for delivery?
Has that date passed?
If you are the buyer and the date has passed, file an Item Not Received (INR) claim under the Money Back Guarantee.
If you are the seller and the date has passed, do nothing until the buyer complains.
