For those who do promoted listing, anyone having issue seeing that options when listing an item? Normally, Promoted listing options is toward the end of the page just before listing the item live. However, for some reason I do not have that options. Tried with both eBay app and web.
My worry is the default promoted listing rate are usually 10+%

Have you attempted to create a promotion from scratch? Once you have a promotion in play you can add as you create new listings. When/if you create a new promotion WATCH CAREFULLY the defaults. If you rush it is very easy to my a mistake. If you do see something wrong after the fact you can delete the promotion. Anything that gets "spied" by a buyer and purchased will get dinged for the % at the time they view.
The create a promotion tool is at the top when you are in your sellers hub under advertising. The second option is for creating a sale. From a personal perspective and from others feedback safer/easier to do on a pc. (Good chance you see all the bells and whistles vs just a portion.) Your results may vary.
