This is crazy and the first I've heard of this policy. Has anyone dealt had their orders rejected because they didn't include safety manuals, photos, and documents with their listings when selling to the EU? I don't even know where to get them from. I guess sending to the EU is out of the question for me when it comes to EIS.

I forget the exact wording of the regulation, but it does not apply to goods that were available in the market to which they are being exported prior to December 31, 2024. How on earth you would prove this, I don't know.

EU countries have been the master of non-financial trade barriers for years.

Many sellers on my other selling site(Etsy) stopped shipping to the EU countries because of the GSPR.

The link you provided includes a comprehensive list of items that do not require such documentation.
Have you confirmed if your listings need it?

I shipped an old RCA VideoDisc player from the 1980s to the Netherlands a few months ago and had zero issues shipping it. Nothing about any sort of safety regulations came up in the entire transaction process.

There's only a few exemptions that I can see and mine aren't on there. When I added Germany to international shipping there was now an area in the listing to attach such documents. When I removed it, it disappeared. Maybe they aren't enforcing it, but I thought I'd ask.
