Hi everyone,
I’m running into a recurring issue with my shipping setup and I’m hoping someone here has solved this before.
I sell TCG singles and have a business policy where domestic buyers pay $1.50 Lettermail. For international buyers, I’ve set up a rate table that requires tracked services (Expedited Lite / Tracked Packet), because I don’t want to send untracked mail outside the Canada.
The problem:
Some international buyers are still being shown — and charged — my $1.50 Lettermail rate, even though my rate table has proper prices for their region. It’s like they’re falling through the cracks and bypassing the table entirely.
My goal is simple:
Canada: Lettermail Ok
Everywhere else: Must pay for tracked shipping
But eBay keeps letting non‑Canadian international buyers select the Lettermail option from my business policy instead of the rate table.
Has anyone dealt with this? How do I force eBay to apply the rate table for international buyers and prevent them from choosing Lettermail?

Is the ship to address '2-2520 Royal Windsor Dr Mississauga'?
If so, these are purchased with the International Shipping service. The shipping cost you get from the sale will be your lowest domestic rate for shipping to the EIS Hub in Ontario.

@jtg204, the problem seems to be that all of the OP's domestic shipping options and rates are coming up for international buyers instead of international shipping options and rates.
You've followed all the steps stated in the help pages, I assume. @sneakybite.shop?

Okay, @sneakybite.shop, I see you now have international rates showing up on your listings for smaller items. I'm not sure if the C$100 you're charging for economy shipping and Canada Post Air Parcel is for real or if it's just a placeholder, but that's what I'm seeing in addition to eBay International Shipping for shipping your smaller items to the Netherlands.
I'm also seeing that you're offering a shipping discount of four cents for each additional item, and that's probably not going to work if your buyers choose eBay International Shipping. Plus, combined shipping with eIS is really difficult to pull off in the first place.
