I opted out weeks ago but still getting eBay messages about the program...not interested in that full of glitches program which requires the need for tolerance as a guinea pig for eBay's newest experiment in screwing its sellers...

This is why i want in the EIS program. that warning will be removed and my lower rate will be shown along with EIS option. i ship DDP through chitchats. I found out the reason for delay invite and they are working on it.. my account is so old the system thinks i'm a US seller. there was no ebay.ca when i started lol

Lots of sellers (big and small) are waiting for an invite.
Nobody knows the criteria, or if it is completely random. Looking at the stores that have been opted in, it doesn't seem like any preference is given based on volume.
The only advice eBay has given is to ensure that your listings all have the country of origin included. If there is a reason why your store isn't opted in yet, they aren't going to give it to you.
I've seen stores that weren't opted in with the initial waive that now offer eIS. That might give you some hope. Myself, and a few other fairly active stores aren't opted in yet.

It is not necessary to have an eBay store to be opted into the eIS program...I do not have an eBay store and was given the opportunity to opt in many weeks ago...

Got my "acceptance" two days ago, but have yet to see any eIS opportunity on the Ship Your Order page.
Most of my listings are on dotCOM.
Would this be the reason I'm not getting the opportunity to use eIS?

It could be that, and the fact that you sell a lot of merchandise in a category that's not supported by eIS.

My main account (this one) has not been enrolled yet.
My other account that I don't use (and hasn't had any listings on it in years) with like 20 feedback got enrolled though lol.
It's totally random.

If youre opted in your listings on eBay Canada will automatically show EIS to your US looky loos.
Go incognito and enter a US zip code in your Canada listings. if that's the case they can purchase immediately thru EIS if they don't look at the flaming high charges. all my listings previous to getting in excluded the US through biz policies. When eBay activates EIS it doesn't matter if you excluded the US. they include it but they leave your biz policies that use other services like Tracked Packet alone.
Your US looky loo will have one option to choose if they are on crack. (EIS) Your other services that exclude the US are hidden.
In your account settings (top left) the status of your EIS will have appeared in Shipping Preferences.
Sorry I don't know how it affects dot com listings.

Did you also get an invite with it to fill in a survey? It might speed things up if you fill it in. I didn't register for the webinar but after filling in the survey they opend me up. It's not very long. Just a few questions about how you are charging the tariffs to your US buyers.

I was just enrolled a few hours ago on my 2nd account. My main account is being updated because its so old the ebay system thinks it's a US account according to the ebay rep.
I ship ddp with chitchats. I run a mock sale through chitchats and bake the tariff/shipping charges into both my shipping and price. i have a spread sheet set up to figure costs and profit ranges. From that i set list price and my best offer cut off. A bit of a pain but it works for me.
