I had the exact same thing happen with UPS. I purchased a label on Friday for a larger package that was a reasonable price. I think it was under $15.00. Today I went to make another label for a much smaller package & was charged over $25.00. I do not believe you will be credited for the overcharge. I have 5 overcharges for Expedited Lite labels through Canada Post & eBay has done nothing to credit us sellers. They have not even addressed the issue. I also have been charged many extra fees for listings even though it showed that there would be no extra charges. This is very dishonest. We are at the mercy of eBay with absolutely no recourse.

This was shipping something inside Canada? That is a kicker. Looks like you are in Southern Ontario. If you keep getting higher rates like that perhaps check options like Stallion Express or Chitchats.

If you were to get another label for the first one, is the estimate still $10.60?
If calculated shipping was sued, did ebay collect $25.52 (including any handling) for the smaller/closer or was the calculated rate for buyer's location incorrect?

According to search here is a list of recent UPS price increases. (Canada)
Surge Fees:

Disclaimer: As per UPS. Anyone using UPS with eBay labels needs clarification as to what charges are being added when they are applicable
As a side on dot com when there are UPS and Fedex price increases eBay is usually quick to post an announcement.

"I don't know what eBay expects sellers to do? "...there are alternatives...
I no longer ship anything outside of Canada and I for one am using Purolator(netParcel via PayPal) until Canada Post is back to some sort of "normality"(i.e. complete functionality, not this rotating strike **bleep**!)

Inside of Canada and closer than the first label I purchased that day. The $10.40 is going to Quebec and now to ship within Ontario, 4 hrs away, it's $25.52!! The cost to ship items in Canada using UPS had been between $10.40-$13 since the canpost strike so I've been adjusting my shipping costs to reflect that price and using ups and now it's skyrocketed! I don't know what eBay expects sellers to do?
@yoneath I would suggest using Click Ship. They generally have really good UPS rates (Purolator and CanPar too!) and offer free pickup to most areas. I've generally found UPS to places close by is cheaper with eBay and UPS to everywhere else is cheaper with Click Ship.
It's worth noting though that UPS often has a different definition of remote than Canada Post does. Just because it's 4 hours away doesn't mean it's necessarily cheap. I'm shipping a package today that's 5 hours away but to somewhere the couriers consider remote. UPS wanted $40+. I was able to send it via ICS (through Click Ship) for $12 with free pickup. Other options were Sendle at $14 or Purolator at $18.

When I went to list something similiar today I too noticed an increase in the amount to ship expedited lite in Canada. Showing fom $15.44 to $30.14 when it used to be $7 something for the lowest. WTH. Are we no longer getting discounts via eBay? For those of you who have actually talked to them what are they telling you re the increases? Even with the increases noted by lotz it should not be this much more. I am talking shipping within Canada as I am not longer shipping to the US until I see what happens with eBay & the international hub. This increase in lite will make shipping in Canada somewhat prohibitive on my items. Also concerned about my flat fee ship options to UK & Australia which I based on what I had been paying with the eBay discount.
Starting to feel that I may be done with eBay. I am in the rural area & some of those other options are simply not available to me.

If eBay does not return our Canada Post discounts, I will be limiting my listing on eBay to only those items that ship via oversize lettermail...Currently putting my efforts into listing on my other selling site where it is still a better option for acquiring Canadian buyers and where I still get a better discount for those items that ship Canada Post Expedited...
